1. Build one controlled RFQ data package
Send every supplier the same controlled package. At minimum, include fabrication data, BOM, centroid or pick-and-place file, assembly drawings, quantity breaks, workmanship class, test scope, programming requirements, serialization rules, and delivery destination. Put the revision and release date in a manifest so an updated BOM cannot silently separate from an older Gerber set.

2. Separate supplier sourcing authority from engineering approval
Define whether the order is turnkey, consigned, or mixed. For turnkey sourcing, require manufacturer part numbers, approved alternates, lifecycle status, date-code expectations, traceable channel evidence, and rules for excess material. A distributor quote is not permission to substitute a component.
- Released part: may be purchased without further approval.
- Approved alternate: may be used only within the documented conditions.
- Qualification candidate: requires technical review and evidence before use.
- Lot deviation: applies only to the named quantity or purchase order.

3. Define the quality evidence before production
“AOI included” is not a complete acceptance plan. Specify what is inspected, when the result is reviewed, which defects cause a hold, and what evidence travels with the lot.

4. Agree on an operating rhythm across time zones
Name one commercial owner and one engineering owner on both sides. Define the channel used for formal approvals, the expected response window, and the escalation path for material shortages, DFM findings, failed tests, or schedule changes. A chat message can accelerate discussion, but the approved decision should be captured in the order record.

5. Make commercial and export boundaries explicit
Compare quotes on the same scope: currency, validity, tooling and NRE, test fixtures, programming, freight, duties, payment milestones, excess material, and warranty handling. Record the Incoterm and named destination. “Shipping included” is too vague to assign customs, insurance, import tax, or last-mile responsibility.
Before shipment, confirm carton marks, ESD and moisture protection, packing quantities, commercial invoice description, HS-code responsibility, country-of-origin information, packing list, carrier account, and any compliance documents required by the importer. For finished products, add accessory, label, firmware, cosmetic, and packaging checks from the box-build RFQ checklist.
6. Compare manufacturers with evidence, not claims
Ask each candidate to show how its controls work on a representative project: a DFM question, an alternate-part approval, a first-article record, a traceability example, a test record, and an export handoff. Score only evidence relevant to your product risk. A critical gap—such as uncontrolled substitutions or missing ownership checks—can outweigh a strong total score.
