Before discussing price, confirm whether the supplier can review Gerber, BOM, centroid, assembly drawings, test requirements, and special process notes as one package. The best early signal is the quality of their questions. If they ask about component alternates, panelization, test access, programming, packaging, and revision control, they are thinking beyond placement only.
Check sourcing discipline
Turnkey assembly depends on controlled sourcing. Ask how the supplier manages approved vendors, long-lead parts, date codes, MSL handling, and counterfeit prevention. The supplier should flag risky components before purchase order release and identify every substitution that needs engineering approval.

A supplier that can build ten prototypes may not be ready for repeat production.
