A usable PCBA export packaging standard is a controlled handoff plan, not a request to “use an antistatic bag and a strong carton.” It should connect the assembly risk, primary protection, board separation, inner pack, carton or pallet design, labels, shipment documents, release evidence, and receiving inspection to one approved packaging revision.
The buyer does not need to dictate every material before the supplier reviews the product. The RFQ should instead define what must be protected, which evidence must be approved, where custody changes, and what the receiving team will check. That gives the manufacturer enough room to propose a practical pack-out while keeping acceptance measurable.
Start with the assembly and shipment risk
Packaging is only effective when it matches the actual assembly and distribution route. A low-profile board shipped in a dedicated palletized carton may need a different solution from a board with tall connectors moving through a parcel network. Before selecting bags, trays, foam, cartons, or crates, record:
- assembly part number, revision, dimensions, mass, and quantity;
- exposed connectors, tall or fragile components, sharp hardware, test pins, coatings, and sensitive surfaces;
- cleaning and dry-condition requirements before packing;
- origin, destination, transport mode, expected transit time, storage period, and custody handoff;
- carton, pallet, crate, returnable-tote, or parcel constraints;
- customer packaging specifications and any approved transport test;
- the owner who may approve a deviation, repack, or shipment hold.
This profile should be frozen with the packaging revision. If the board design, quantity per pack, route, pallet pattern, carton, or protective material changes, the team should decide whether the packaging approval remains valid.
Separate ESD protection from moisture protection
ESD and moisture are different risks. A material described as “antistatic” is not automatically a verified shielding solution, and a moisture barrier is not automatically the correct finished-PCBA pack. The RFQ should ask the supplier to identify the packaging material, its protective function, the use environment, and the evidence used to approve it.
ANSI/ESD S541 defines packaging properties for electrostatic-discharge-susceptible items through production, transport, and storage. The applicable packaging choice still depends on the ESD control program and where the package will be opened. Buyers should avoid approving a package by color, trade name, or photo alone.
Moisture controls require a separate decision. If the approved plan calls for a moisture barrier bag, desiccant, humidity indicator, vacuum or controlled seal, record the bag specification, desiccant quantity basis, indicator type, seal method, pack date, storage limit, and receiving acceptance. Component dry-pack requirements such as IPC/JEDEC J-STD-033 should not be copied automatically into a finished-PCBA shipping specification without an engineering review of the product and process.
Prevent board-to-board and component loading
Transit damage often begins inside an apparently undamaged carton. The inner pack must prevent relative movement and keep mechanical load away from components, solder joints, connectors, test pads, and coated surfaces. For each approved pack, specify:
- board orientation and quantity per tray, divider, bag, foam cavity, reel, or tote;
- which PCB edges or mechanical areas may carry load;
- clearance around connectors, tall components, antennas, shields, cables, and hardware;
- caps, plugs, sleeves, or localized cushioning for exposed features;
- the permitted stack height and whether separators are reusable;
- an inner-pack part number or material revision that purchasing and receiving can identify.
A useful pack-out first article is photographed before the carton is closed. The evidence should show the board orientation, separation, ESD or moisture layers, label position, cushioning, closure, and final carton or pallet configuration.
Define the carton, pallet, and transport evidence
“Export carton” is not an acceptance criterion. The packaging record should state carton or crate dimensions, material or grade, maximum gross mass, units per carton, closure, void fill, stacking orientation, maximum layers, pallet overhang, edge protection, stretch-wrap or strapping method, and tamper evidence when required.
The route review should consider the hazards that can actually occur: drop, shock, vibration, compression, repeated handling, altitude or pressure change, temperature, humidity, rain exposure, and long dwell time. If a distribution simulation is required, identify the exact protocol, package classification, test configuration, mass, dimensions, conditioning, acceptance criteria, and approved report. Make labels and documents reconcile
The physical package and the release package should describe the same shipment. At minimum, the approved label plan normally links the buyer PO, assembly part number and revision, quantity, lot or serial range, carton count, gross or net mass where required, pack date, destination, and handling marks. ESD, moisture, fragile, orientation, battery, dangerous-goods, or regulatory labels should be applied only when the requirement is applicable and supported.
Before pickup, reconcile the packing list, commercial invoice, certificate or inspection package, origin and customs documents, carton count, quantities, weights, consignee details, and product description. The shipment release record should also capture the booking or tracking reference, pickup time, custody handoff, seal condition, and person approving release.
Illustrative short case — not a customer claim
Scenario: an industrial controller PCBA has a tall pluggable connector and is shipped in quantities of 240 by air. The draft pack places ten boards in a shared bag with flat separators, then loads six inner packs into one carton.
Review finding: the bag addressed ESD handling, but the separators did not control lateral movement and could transfer load into the connector during repeated handling. The carton label also listed the product family but not the assembly revision.
Illustrative decision: the team changes to an approved edge-support tray, adds connector clearance and a units-per-tray limit, freezes a carton gross-mass limit, adds part/revision and lot identity to inner and outer labels, and photographs the representative pack-out before release.

The packaging plan is incomplete if receiving has no acceptance process. The receiving team should reconcile the shipment identity and quantity, inspect cartons and seals, review moisture and ESD controls when specified, check for internal movement, sample the board condition, and quarantine damage before unpacking destroys evidence.
Photograph external and internal conditions, record the affected carton and lot or serial range, quantify damaged units, and assign disposition. Packaging nonconformance should feed a corrective-action record and, when necessary, a new packaging revision. That turns transit damage from an isolated claim into a controlled engineering feedback loop.
What to state in a PCBA packaging RFQ
A practical RFQ asks the supplier to propose and price an approved packaging method against clear inputs. Include the assembly revision, quantities, dimensions or sample availability, route, shipment mode, storage expectation, known ESD or moisture controls, exposed features, customer specifications, required labels and documents, transport-test requirement, pack-out evidence, receiving criteria, and approval owner.
Separate reusable packaging, one-time engineering, transport testing, photography or report requirements, special materials, palletization, and export-document support in the quote. This makes cost changes easier to trace when the shipment profile changes.
